NONINGTON PARISH COUNCIL

Report of a meeting held on Tuesday, 6th July 2004

  • Affordable Housing. Alison Thompson of the Rural Housing Trust will attend a special meeting of the Parish Council on Tuesday 13th July 2004 at the Dolphins Hall. Anyone with an interest in this subject can come along. Alison will speak for approximately 15 minutes and then answer questions.

  • Youth Shelter. The Parish Council has turned down the offer.

  • Phone Box in Frogham. A further letter had been received from BT concerning the petition sent to them objecting to the removal of the phone box. They stated that due to the sheer volume of responses they had received there would be a considerable delay before they could respond to our correspondence. It was also noted that a notice has yet to be put up in the phone box regarding its removal.

  • Bulk Waste collection. Nonington has been added to the list for a collection together with Shepherdswell and a few other villages. The route of these collections has not been extended since it began. Cllr Barnett spoke to the relevant department and was told that the lorry timetable could possibly be changed to call every 5 weeks instead of 4 thus allowing extra villages to be visited without extra expense, but nothing definite was promised.

  • Bus Shelter. The Highways Department at Dover District Council had still not sent us an official letter stating that we could not have a bus shelter because of concerns of safety regarding children crossing the road despite having said that one would be forthcoming. Dover District Council is hoping to work in conjunction with the Snowdown Development regarding potential traffic calming methods. The time frame on this is unknown.

  • Flooding in village. A letter has been received from the Highways Department at Dover District Council regarding flooding in Easole Street opposite the Village Hall. It was stated that a proposal to alter the drainage so that it overflows into the pond had been discussed with various property owners in the area. Provided that the costs to implement this are not too high they are hoping to carry out the work this year. If the costs do exceed the available budget then the work would be carried out next year. Regarding Farthingales problem opposite the Church, it was decided that Dover District Council would upgrade the risk to a higher level.

  • Prima systems parking. Mr Halfpenny stated that it would still be a couple of months before a car park is in place. He is marking out the space needed and arranging a further meeting with the residents of Mill Lane so they can see exactly where it will be situated. The Council applauded Mr Halfpenny for keeping the residents informed as Dover District Council had already given permission for parking to be provided.. In the meantime the spaces left on the road between parked cars appears to be working quite well.

  • Brush Cutter. This has been collected by Cllr Barnett, together with a box of equipment. Volunteers have been given a map of the paths that they may trim back. They are not allowed to cut back banks or hedgerows, only the designated paths.

  • Beauchamps Wood – permissive path. An illegal path has been made through the wood which people are using to dump garden rubbish and making it impassable. Mr Hobbs, the owner of the wood, has stated that he will create a path from Beauchamps Lane through the wood next to Red Tiles fence and put up a ‘dog friendly’ stile at the other side leading into the field.

  • Nonington Court – Concealed entrance sign. Nonington Court Road is shortly to be resurfaced which will make access much easier for the residents of the 50 flats and houses. Highways have been contacted in connection with a ‘concealed entrance’ sign They have stated that they will have a site meeting shortly to look at this request. Cllr Barnett declared an interest in this item.

  • The metal telegraph pole in Holt Street has now been replaced with a wooden one which is more in keeping for the village.

  • Footpath 306 which runs through the Bruderhof Community has been closed prematurely with the stile also being removed. This should not have been closed until permission is received for the new routeing. A letter is being sent to the Footpaths Officer in Dover with a copy to the Bruderhof Community strongly objecting to this closure.

  • Share Ways Gate. Illegal dumping in this gateway and beyond is now severe. Cllr Rye is to contact Mr Groombridge to discuss the matter.

Special meeting of the Parish Council to discuss affordable housing on 13th July at 7.30 in the Dolphins Hall – all are welcome.
