NONINGTON PARISH COUNCIL Report of a meeting held on 18th May 2004 Affordable housing - unfortunately due to a full agenda the meeting with the representative of the Rural Housing Trust was postponed. Election of officers/committee membership and representatives Rebecca Hammond volunteered to join the Parish Council - proposed by Cllr Rye seconded by Cllr Craggy carried unanimously Election of Chairman - after Councillor Holt stood down as Chairman Councillor Barnett replaced him Election of Vice-Chairman - Cllr Holt now holds this office. It was agreed that Cllr Holt retain control of planning and finance to allow Cllr Barnett more time for other aspects of his Chairmanship. Election of other officers Planning sub-committee: Cllrs, Barnett, Holt, Craggy and Mowat Village Hall representative: Cllr Rye although he has yet to receive an invitation to attend a meeting of the Village Hall committee Transport representative: Cllr Barnett stood down Cllr Hammond was proposed and was accepted unanimously Footpaths representative: Cllr Rye Playground representative: Pond/Playground Committee School Governor: Mrs J Mowat has a 4 year appointment Approval of Parish Council Accounts year end 31.3.04 - proposed Cllr Barnett seconded Cllr Rye Playgroup grant - a set of accounts had been forwarded from the Playgroup committee proving they were a viable unit (which had been in doubt) therefore the £200 grant as mentioned in the March meeting was awarded to them. Clerk to forward the cheque to them this month. Youth Shelter for playground - Despite a letter sent to Bill Butler the Youth and Community Officer on 23rd March as well as many telephone calls and messages left on his ansafone no reply has yet been received concerning this matter. This is now getting on for 2 months of wasted time on the part of the Councillors and the Clerk. Cllr Holt spoke to District Councillor Bartollo concerning his lack of response and asked if she could help. S.R.A. - The Councillors have made their views known to D.D.C.and stated that they object most strongly to a reduction in rail services through Snowdown. D.D.C. in turn have written to the S.R.A. who are considering their response. Travelling expenses - Councillors will let the Clerk know when they intend on going to meetings Bus Shelter. It looks as though this will be refused on safety grounds (although nothing has been received in writing) as the children would have to cross the road at least once. If the road is considered too dangerous for the children to cross to a bus shelter then it must follow that it is dangerous to cross either in the morning or the afternoon. In which case some sort of traffic calming would seem to be required. Nonington now has a bus service on a Sunday to Folkestone/Folkestone Market. This leaves Beachamps Roundabout at 0935 and arrives back at 1704. A timetable is on the notice board. Brush Cutting Course. This was held on 24th April in Saltwood, Councillors Barnett and Craggy attended as well as Ron Player and John Burt. There was very little practical experience at least 80% of the day dealt with theory. It was hoped that Nonington would receive its own brush cutter for dealing with overgrown footpaths during the summer months. K.C.C. would still attend twice a year to cut all the relevant footpaths and roadsides. Leafy Lane is very overgrown although this should have been cut back in April. Clerk to contact Footpaths Dept. It was reported that footpath EE33A between Barfrestone and Shepherdswell is very overgrown with Rape. Playgroup Sports Day. This is being held on Monday 12th July from 10.30a.m. onwards. The Councillors had no objection to this taking place although the Playgroup have been asked to arrange their own insurance as last year. Proposed: Cllr Barnett Seconded: Cllr Holt. Passed unanimously. Phone Box at Frogham. B.T. have written to advise that they have been conducting a comprehensive review of the provision of public payphones. They have decided that the phone box in Frogham should be removed. The consultation period for this ends on 22nd June 2004 Cllr Rye has agreed to carry out a survey in Frogham to find out how many objections there are. D.D.C. has been sent a Notice of Intention with regard to a Public Entertainment Licence for this event to which they have no objections. Prima - Car Parking. A Meeting was held on 17th May with the residents of Mill Lane regarding the proposed car park at the rear of Prima. They propose to use about one third of the paddock adjoining Prima and to cover the car parking area with matting with environmentally friendly fencing. D.D.C. has now objection to this but it will be marked out so that it can clearly be seen how much will be used for parking. Anticipated completion is 2 months. Aylesham & Rural District Partnership. Cllrs Craggy and Holt attended the meeting which is a separate organisation from the Aylesham Development Action Plan. Their current plans include one for a farmers market and secondly to have a green committee to run a rubbish collection day in the villages. Several villages in the vicinity have a rubbish collecting scheme which involved a lorry parking in the relevant village for a few hours to enable people to dispose of their rubbish. Nonington have applied to go on the waiting list some years ago for this service but the two vehicles available are very booked up and therefore we are still waiting. A car has been seen driving all the way up Butchers Lane (Bridleway) to cross the road at the top and go on towards Elvington. Clerk to write to the homeowner of 2 Park View Cottages in connection with this matter. If nothing is done then D.D.C. will have to become involved.
