NONINGTON PARISH COUNCIL Report Annual General meeting held on Tuesday, 3rd May 2005 SEERA Survey – The South East Plan. As not all Councillors approved of SEERA it being an unelected quango most of the questionnaires were not filled in so a reply on the behalf of` the PC was not sent. At the Hollingbourne meeting attended by Cllr Barnett it was stated that a large number of houses would need to be built in Kent. The details of where and how many will be determined locally by Local Development Framework (LDF), which will work with SEEDA and also take over from the local plan. There will be further meetings in June and July arranged by the LDF with the Towns and Parishes in the Dover District to discuss the building plans for the next 20 years at which time they will be informed that the only plans Nonington PC has is to try to encourage affordable local housing. Trafalgar Weekend. The Auction went very well with approximately £2,200 raised. There are now sufficient funds for the firework display. Raffle tickets for the Trafalgar Weekend are now on sale. A subcommittee was agreed and the members are Cllr’s Barnett and Tee plus Messrs S Finnis and R Henley. They will be responsible for distributing the tickets and collecting the money, which will be passed on to the Clerk for banking, they will also keep a record of all the tickets sold and monies collected. They will also recommend what fireworks should be purchased by the PC. The Parish Council will ensure that adequate insurance cover is provided. If there are any excess funds at the end of the Trafalgar Weekend they will be carried over to next year by the Jubilee Committee when further events may be planned for the village. Wicksteed/Park Leisure – quotes for replacing swings and slide. Wicksteed Leisure was the best quote at £7,555 and this was put aside for a decision in the future. Playground/Pond. The two picnic tables donated by the Bruderhof Community are now in place. Cllr Rye requested that a letter be sent to the Bruderhof community thanking them for the gift of such excellent tables. The tables will be marked underneath ‘N.P.C.’ in case of theft but they are secured in concrete so hopefully this will not be needed. Cornhill Allianz have been contacted to confirm whether or not the pond needs an annual safety inspection. Salt Bins. Clerk has contacted Mrs Moody at D.D.C. but has not yet received a reply. Election of other officers.
Meetings Attended - four meetings were attended. Snowdown Forum this was a long delayed meeting, however all the Representatives agreed that while the plans for the site were acceptable they would not be able to recommend the total plan due to a lack of adequate road improvements. It was agreed that to solve the problem a road would have to be created from Snowdown pit across farmland to the B2046, the Chairman will write to SEEDA informing them of this decision. A site meeting is being held at the Snowdown Working Men’s Club on Monday 9th May. Cllr Holt will continue to represent Nonington in this matter. Village Hall meeting - when the Chairman and the Secretary resigned their places were unfilled. Mr Clayton stepped in to chair the rest of the meeting. The Treasurer stated that he had not requested grants from the SRB because the process was too complicated. There are two Trustees left these being Mrs G Barwick and Mr Dave File. Fly Tipping. Councillors have given considerable information regarding the rubbish at Shale Ways Gate to DDC and PC Foster including at least 5 or 6 names and addresses found in the rubbish but nothing had been heard since. CCTV had been mentioned to monitor the site but again nothing had been heard back. Footpaths. Environmental Seals – Barfrestone. An alternative footpath had been put in place for EE330 but KCC have stated they are not moving any more footpaths at the present time. Therefore the old footpath will stay in place with the old stile being replaced with a dogleg fence to enable walkers to exit onto the road with more safety, which has now been done. The Beech Tree that had been cut down in the Cricket Ground was rotting and considered a danger to the public. Date of next meeting: 12th July 2005
