NONINGTON PARISH COUNCIL
Report of a meeting held on Wednesday 26th
October 2005
- Trafalgar Weekend and raffle. The accounts submitted to
Councillors showed that a profit of some £850 was made from the
various events over the weekend, the Parish Council is to pay the
Jubilee Committee a further sum of £13.10 to balance the accounts. The
10 reflective coats that were purchased for the stewards at the
firework display will be held by the Parish Council and used for
events such as the Green Day they will also be made available for loan
to any group in the village that require them. The Chairman stated
that the weekend events had been a great success and many thanks
should go to Dick Henley for initiating the idea and the programme
then working hard over many months to achieve the success of this
weekend. Thanks also due to Cllr Tee and his team for the expertise
and work, which produced the magnificent firework display, also thanks
to Steve Finnis for his efforts selling raffle tickets, also to the
Clerk for typing out the accounts. The Parish councillors were also
very active both before and during the weekend including John Burt,
Ron Player and Jenny Mowat. Members of the Bruderhof Community also
set up a drinks and cakes stall, which was well used and appreciated.
We would also congratulate all the other organisations in the village
who combined to make this weekend so successful.
- Affordable Housing. The proposed site for affordable housing
remains the land opposite Prima Windows. The Rural Housing Trust
contacted D.D.C. Planning Department at the beginning of July
regarding this but no word has yet been received from them. The Rural
Housing Trust has been informed that D.D.C. will respond by the end of
next week, if this does not happen then they will contact a more
senior planning official to complain. The Parish Council and the Rural
Housing Trust are hopeful that a plan will be presented to the village
for discussion next April. However, the building of the units would
then take a further 2 years. Concern was expressed regarding the lack
of action by D.D.C. and if nothing is received within 14 days the
Clerk was asked to write a letter of complaint and seek action through
our District Councillors.
- Pond and Playground. The pond area has been seeded with grass now
and is looking much better. The Playground has benefited from new
swings, for which Awards for All are thanked for giving a grant of
£4,277 for the purchase of these. Also a new slide will be fitted
within the next few weeks for which we received a partial grant from
the S.R.B. with the Parish Council making up the shortfall.
- Salt bins. The Clerk met Mr McHattie of the Highways Agency and he
agreed that new salt bins would be beneficial, one at the junction of
Vicarage Lane and Church Street and the other one on the bend in front
of Southdown House. The road at this point becomes worn smooth with
traffic and he would also look into putting a rough road surface down
so that cars were less likely to slide. Also the replacement of the
salt bin opposite The Royal Oak was mentioned. The cost of the new
salt bins would be approximately £120 each although the Highways
Agency would maintain them and keep them filled.
- Environmental Seals. A planning committee meeting was held at
D.D.C. last week where it was decided to issue an enforcement notice
against this company. The buildings would have to come down as would
the fence and lights. Also any buildings that were covering the
original footpath would have to be removed.
- Prima Systems. Mr J Halfpenny stated that he would still like to
relocate his business on the Snowdown Site when, and if, it is ever
finished but until that time will stay in the village. Planning
permission for a car park at the rear was difficult to achieve as the
authorities would not accept change of use on a temporary and
unqualified basis. He understands the problems caused by parking on
the road outside his premises and, after a request, has stated that he
will replace the no parking signs that have disappeared so that
passing places are once again in place.
- A meeting on sustainable funding was held at St Mary’s Parish
centre at Dover on the 13th September. The NCVO (National
Council for Voluntary Organisations) is the voice of the volunteer

- Reporting Highway Problems - 0845 3032500. This number can be used
by all members of the public for reporting problems with street
lighting, road maintenance, cracked paving etc. You will be issued
with a reference number, if the problem has not been rectified within
3 weeks please contact the Clerk with your reference number and she
will take it from there.
