NONINGTON PARISH COUNCIL Report of a meeting held on Wednesday, 1st March 2006 Affordable Housing: The Government change to the Rural Housing Trust rules will allow the houses involved in the scheme to be purchased 100% by the resident instead of a maximum of 80% ownership. This will mean houses going on the open marked leading to the demise of the scheme in time. The RHT asked for help in bringing the problem to the attention of the Ministers involved. A meeting was arranged for the 27th January, with the help of Cllr Knight to discuss the matter with our MP, Gwyn Prosser, Moira Constable CEO of the RHT and Councillors Knight and Barnett. The outcome was the full support of the MP who agreed to call a meeting of all the Kent MP’s to be addressed by Moira Constable, chief executive. Our application for affordable housing was still to continue and would not be affected by this change. The proposed site for affordable hosing opposite Prima Glass has objections from the Planning Officers at DDC. The conservation officer objects due to the proximity of two listed buildings, but of more concern is the proposition made by the Principle Planning Officer that appears to say that due to lack of facilities the village should be left to die. Wicksteed Leisure. The slide fitted in the playground is not as shown in this company’s brochure, consequently a meeting was held with a representative of the company who refused to rectify it. The Parish Council has withheld payment of their invoice and is taking advice from the legal department of Kent Association of Parish Councils. Playground/Pond: We have received a reply from our letter to our insurers, Allianz Cornhill that we can change our playground inspection from Wicksteeds to N.W.Adams who is a former playground inspector from ROSPA. He has all the necessary qualifications to carry out the inspection which will be carried out in July this year. Fly Tipping: The Pond Team continues to clear the rubbish deposited at Shaleways Gate whilst waiting for the CCTV cameras to be installed. Green Day. This will be held on 25th March, the usual pickers, bags etc will be supplied by DDC. Further information from Councillor Craggy 841173. Prima Glass: New notices have now been put up leaving more passing places outside these premises. The Parish Council have forwarded a letter of support to Prima to be sent, with their own letter, to DDC regarding planning permission for parking at the rear of their property. Verge – Vicarage Lane: A letter has been received from Mr Ray Ball, Senior Transportation Engineer for KCC. In this he states that on two occasions he visited the site but there was minimal traffic, however on a third occasion more pedestrians and traffic were noted. He has stated that he will be contacting the school travel planner in order to discover the numbers of schoolchildren using this route. Footpath EE314 Ash Path. KCC have stated that this path needs to be resurfaced at a cost of £4260. The Parish Council have been asked to fund 50% of this sum but has declined to do so as it would be wrong to use the precept for this as such a tiny proportion of the community use it. Other areas of funding are being looked into.
Refusal of Planning Permission The Barn, Farthingales, Old Court Hill, Nonington – change of use from holiday to residential accommodation. DOV 05 01273. An appeal has been lodged with the Secretary of State. The Parish Council has written a letter to the Inspector strongly supporting this appeal. Greystones, Easole Street, Nonington – Erection of single storey rear extension to main house, together with the erection of replacement detached garage and store. DOV 05 00682 Grant of Full Planning Permission Redroofs, Easole Heights, Nonington – erection of side roof extension and installation of dormer windows to front and rear roof slopes, together with the erection of front garage extension. DOV 05 01352 Nonington Cricket Club, Holt Street, Nonington – erection of a detached garage/store building. DOV 05 01290 Proposed planning permission – Southdown House, Easole Street, Nonington. – Internal alterations and conversion of adjoining property DOV 06 00024 Beech Grove: Erection of two detached buildings (one single storey and one two storey) to provide residential accommodation. DOV 06 00087 Snowdown Regeneration Board. An agreement has been reached, in principal, that vehicles exiting from the site will have to turn left away from the village. As to a footpath from the site to the village it was mentioned that one could be created to run down the side of Walnut cottage and behind all the properties to the old pithead, this was refused as it would be too isolated and people would continue to walk on the road. The other possibility, which was discussed, was making a path following the line of the road on the north side (Aylesham side), when the site is acquired, although every date that has so far been given has not been met. Part of the plan would also involve a possible hourly bus service involving Canterbury/Aylesham and Elvington/Dover to be joined up so that it passed through Nonington. An informal meeting between six members of Nonington Parish Council and representatives of the Bruderhof Community was held on 8th February at Beech Grove. This was arranged after the Bruderhof community expressed a desire to become more involved in the local community. The Bruderhof indicated that they were already involved in helping the Dolphins Youth Club and were also expecting to help with the expansion of the Cricket club in the near future. Ideas were discussed with a view to helping younger and older members of the village. The headteacher of Nonington School passed on a list of items she needed help with for their consideration. Cllr Kaye has asked a few older children in the village what facilities, if any, they would like in the village for themselves. Initial response was not favourable as they stated that they either went to the clubs in Aylesham or Elvington. Village Day. Cllr Tee will be reporting on this at the next meeting. It was agreed that the Parish Council would support a further investigation of this proposed event.
