NONINGTON PARISH COUNCIL

ANNUAL MEETING

Report of a meeting held on Wednesday, 4th April 2007

Chairman’s Report

This is the third year as Chairman of this meeting and as usual I will report the year from the parish council’s perspective and then we will receive reports from all the other village organizations.

Last year I reported that we were in need of one additional councillor. This year Cllr Holt has moved out of the village and we have not been able to get a replacement. This is the last year for this council an election is due on the 3rd May. Two more Cllrs will be leaving and we have one replacement so there will be a total of three vacancies.

This has I consider been a good year for the PC. The playground is virtually complete one bench to be fitted and the goal post’s to be anchored down when the conditions allow.

The Ash path has been resurfaced and the gradient will be lowered at the Holt street end. The highways footpath dept have also agreed to replace a number of stiles with ‘Kissing Gates’.

The problem of parking outside Prima Glass has still not been resolved but the possibility of a temporary car park at the back of the site is being considered by DDC planning.

The work with the Rural Housing Trust to provide some "Affordable Housings" in the parish has not been able to find a suitable site that can be used and the project may fail.

The annual Green Day to collect rubbish was again organized in March by Cllr Craggy and was very successful, the amount of rubbish to collect was less and the number of helper was higher, the event had more support from KCC with insurance, gloves, bags and pickers, but the collection by DDC has been very slow.

The Parish Council agreed to hold a fete and firework event based on the success of the Trafalgar Day event. The event took place on the 9th September and was held on the cricket ground, with the playground as a car park and the fireworks set-off on Fredville Park. The whole event was coordinated by the Nonington Village Entertainments (NVE) committee with the aim of involving all the organizations in the village and allows everyone to have an enjoyable evening and make some money.

The event achieved its objectives and had over 1000 people from the area and provided a return, which will allow the event to be repeated on the 8th of September this year. The event will benefit this year by the lessons that were learnt from the first event. The format used for this event is being used by the NVE on the 21st April to run a village auction.

The Snowdown Regeneration and Expansion of Aylesham will lead to more traffic and the parish have representatives on the SRF. SEEDA have now applied for planning permission for the Snowdown site. The PC decided that the overall plan was acceptable but the management of the roads was not specific and there were no details on what would be carried out. The PC have objected formally to the planning application and formed a roads group to define the problems that can be identified now.

A public meeting was held on the 8th March with Mike Terry, SEEDA project manager Mike Smith of KCC Highways the PC and 80 parishioners. The minutes are not published but a guarantee has been given that there will be a footpath from Butter Street to the station.

The PC welcomes the regular 89-bus service.

This is the final month of this PC term of office and I would like to thank all the Cllrs for their work and efforts over period, particularly Cllr Holt who was the previous chairman and the council’s representative on the SRF.

Finally my special thanks to our Clerk who has managed to support us so well this year as always.
