NONINGTON PARISH COUNCIL

Report of a meeting held on Wednesday 9th May 2007

    • Extended Parish Magazine. As we are only now receiving articles to put in the newsletter therefore this is going to be delayed until July.
    • Village Auction. Although this was a financial success and, a good time was had by all who attended although it was disappointing that we did not see the amount of people that had been expected.
    • Ash Path. A great improvement has been made to this footpath as it does not drop as steeply as it did before. KCC’s Public Rights of Way have paid for all the work to be done, including the resurfacing.
    • Public Meeting on Roads. The proposed footpath from Snowdown Station to Butter Street was mentioned at this meeting. One of the quotes being looked at proposed cutting into the bank to create a footpath 1 ˝ metres wide with a fence on the road side for safety. Work will not start on this footpath until the Snowdown Development is passed.
    • Prima Systems. DDC have refused planning permission for a temporary car park at the rear of Prima to help with the road congestion. However, further space has been found for about 6 cars off the road, which does improve the road conditions.
    • Flooding in Easole Street. An email has been received from KCC Highways Division regarding this problem. They are hoping to secure funding for this in the 2007/8 financial year.

      Election of Officers/Committee membership and representatives

        Election of Chairman. Councillor Barnett stood down as Chairman. The Clerk asked for nominations for the post of Chairman, Cllr Tee proposed that Cllr Barnett continue as Chairman, this was seconded by Cllr Williams and carried unanimously.

        Election of Vice Chairman. Cllr Tee agreed to fill this post.

        Election of other officers.

    • Planning sub-committee: Cllrs Rye, Williams, Tee and Barnett
    • Village Hall representative: Cllr Barnett
    • Footpaths representative: Cllr Rye
    • KAPC representative: Cllr Williams

        Meetings attended – Dover North Neighbourhood Forum the subject of this meeting was on global warming and was a very lively discussion on how we might decrease waste and improve efficiency. One practical outcome was for the KCC administrator to find out why plastic cannot be recycled any more at the DDC collection points.

        Snowdown Development – English Heritage have asked for several, if not all the buildings at the old pit site to be saved, they hope to find a different use for them. Some of the buildings are beyond saving and would have to be demolished. Snowdown Development have been given a few months to do a feasibility study on the possible use of the buildings left.

        Pond and Playground. There is a need for extra volunteers to help with the maintenance of these areas.

        A representative from the Bruderhof has offered their help in keeping the pond tidy.

        An elector stated that the footpath at the rear of Greystones has a problem with roots coming up from underneath it, which appear to come from the garden of Greystones. Also the street-light at the end of the footpath is being concealed by vegetation again from Greystones. They have been asked in previous years to cut this back and have always done so promptly.

        Mr Hobbs the owner of Beauchamps Wood has stated that a permissive footpath is being created along the boundary of Red Tiles through the wood to Ruins Field, which will have a ‘kissing gate’ at each end, which will be easier for dog walkers and the elderly to navigate. The current path used by walkers through Beauchamps Wood is not actually a footpath although it has been used as such for many years.

        KCC Rights of Way Department is changing three quarters of the stiles into Ruins Field to kissing gates, which will improve access.
