NONINGTON PARISH COUNCIL
Report of a
meeting held in the Dolphins Hall on Wednesday 4th November 2009
at 19.30 hrs.
- Affordable housing - it was agreed that until a
suitable site has been identified in the village it would be pointless
to seek the views of parishioners on affordable housing. The sites
identified to date were reviewed, with none of them proving suitable to
date. It was therefore agreed that all viable open spaces within the
parish would be identified with the view to discussing the problems with
the relevant landowners to try to reach a joint conclusion which could
be taken to a parish meeting.
- Village design statement - this is strongly
influenced by the outcome of the affordable housing study and is
therefore currently put on hold.
- Roads improvements a proposal has been submitted
and agreed and a timetable for the work is awaited from Highways. It was
reiterated that the Parish Council would contribute £2000 towards the
anticipated £8000 cost of the improvement scheme.
- Footpaths- the Snowdown footpath is almost
finished, with only minor barrier modifications and signage outstanding.
Once the work is complete arrangements have been made for a formal
opening ceremony with local press in attendance.
Vicarage Lane footpath no
further progress.
- Village Green Day this has now been scheduled
for a suitable Saturday in mid march 2010. Further details will be given
nearer the date.
- Village Day this years event was another great
success, was very well received by all and was yet again blessed with
fantastic weather. A modest profit was made on the day, and at the end
of the meeting a cheque for the total gate takings was handed to the PC.
Once the costs of the PC have been met the net profit will be given to
the NVE as a grant.
- War memorial grant it was agreed to donate £125
towards the restoration of the war memorial in the Church grounds.

Playground maintenance arising from the annual inspection will
be carried out over the winter period.

A local schemes grant for £2000 has been applied for by the PC
roads sub committee to purchase a mobile traffic speed indicator. The unit
is fully portable, requires manning by 2 people and can be positioned in
strategic spots throughout the village to give motorists an indication of
their speed. These units have proved to be a successful deterrent to
speeding vehicles in other local villages. It should be known whether or not
the application is successful by the end of November.

It has been commented that vehicles have been seen speeding
along Butchers Lane and along the bridle path which heads towards Elvington.
The clerk will contact DDC footpaths to see if traffic abatement can be
installed to prevent any future occurrences.
