NONINGTON PARISH COUNCIL

 

Report of a meeting held in the Dolphins Hall on Wednesday 6th January 2010 at 19.30 hrs.

 

    • Roads improvements – A local schemes grant for £1800 was successfully applied for by the PC roads sub committee to purchase a mobile traffic speed indicator – funds are awaited. No further progress on the main roads improvement scheme for the village.
    • Footpaths – the wording for the signs for the Snowdown permissive footpath has been agreed by the landowner. Final handrail modifications are still awaited, a formal opening of the footpath with local press attendance is planned for early Spring.

Vicarage lane footpath – no further progress. It was mentioned by parishioners that problems with speeding traffic are still occurring along Vicarage Lane.

It was also mentioned that the Holt Street end of Ash footpath is still very steep following the most recent modifications and that it would benefit from a handrail. The Clerk will contact DDC footpaths dept to discuss this.

    • Precept 2010 – it was agreed that the precept for 2010-11 should be held at £7000, the same level as the past 3 years.
    • The existing PC planning protocol was reviewed and outlined to the meeting. The existing process was also reviewed by KALC and DDC and is seen as the most practical and effective way of screening planning applications. It was agreed that the existing process, combined with a back up of a special meeting for contentious issues as and when required would continue to be used by the PC.

·        Nonington School – the school head outlined current problems with facilities in the school, particularly parking around the entrance and pupil accommodation, which is currently 2/3rds of the Ofsted recommendations. This has been discussed with KCC and a series of options considered were presented to the PC. It is hoped that given the current priorities in KCC the work could commence around 2011-12. These proposals were discussed and the PC indicated that they were fully supportive of the plans at this stage of the process.

·        Village Hall grant request –a grant request for ca £1000 has been received by the PC to help secure a Colyer-Ferguson grant towards funding refurbishment of the kitchen facilities in the Village Hall. This was discussed and it was agreed that the PC should in principal offer financial support. A further meeting with the Village Hall committee to discuss specific needs will be arranged for the beginning of February. The Clerk will write to the Committee Secretary to confirm this.
